This advertising epidemic has created the number two racket in the underground economy, the sale of intact animals.
Animal Shelters and Rescues overflowing with adoptable pets are forced to compete with Puppy Mills and Backyard Breeders that don’t comply with regulations.
Despite Craigslist rules prohibiting the selling of animals, annual estimates of 10+ million “pets for sale” ads are published nationally on hundreds of websites.
Insufficient pressure on Facebook, Craigslist and other sites allow Backyard Breeders, Puppy Flippers, Mills and Scammers go unchecked.
In the past Legal and Public pressure on Craigslist, Backpage and others have forced them to end their “erotic” and “adult” services.
While most animal welfare organizations support the end of Puppy Mill and Backyard Breeder ads, they have been largely ignored.
A proposed regulation requiring transparent registration and corresponding sales tax numbers prior to placing “pets for sale” advertisements is designed to hold backyard breeders, scammers and websites and publications that enable them accountable.
Restricting pets for sale advertisements means that no ads can be legally accepted or published prior to compliance, with penalties for the ACCEPTANCE of ads from those that fail to comply.
Would Scammers or Backyard complete a comprehensive registration, providing Identification, animal location, vaccinations and veterinary health certificates?
Simply: THERE IS NO CHANCE!

No Ads=No Sales,
No Sales=No Profits and an Extreme Reductions in Scams, Backyard Breeding and Puppy Mills.
Large civil penalties will discourage websites and publications from accepting ads from those failing to register.
