Here’s a simple, enforceable regulation to end the backyard breeding epidemic:
There are an estimated 10-15 million annual craigslist, facebook, internet and print advertisements of animals for sale**
Without advertising, backyard breeders and puppy mills can’t profit or survive.
Less options means more shelter pet adoptions.
Proposed any and all “pet” advertising would require a sales tax number and thorough registration prior to any website or publication accepting a “pet” ad.
With substantial fines and penalties for ACCEPTING unregistered ads from those that sell without a proper sales tax number, compliance is certain.
Registration requires full disclosure, identification, source and location of animals for sale.
In addition: registration requires granting full permission for inspections by animal control, zoning or law enforcement.
Why would any backyard breeder or scammer comply?
The answer is they wouldn’t!
That’s OK!Without a sales tax number and registration, there are no ads.
No ads = no sales.
No sales = no profits.
